New MBS Items for LARC – What GPs Need to Know (Effective 1 November 2025)

Updated: Nov 4

From 1 November 2025, MBS items for long-acting reversible contraceptives (LARC) — including Mirena and Implanon — are getting a major boost to make these services more affordable for patients and more rewarding for practices that bulk bill.

These changes form part of the Strengthening Medicare Women’s Health Package, aimed at improving access to contraception and reproductive health care across Australia.

What’s Changing

Four existing LARC procedure items will receive higher rebates, and a new loading item (35501) will be introduced for practitioners who bulk bill both the consultation and the procedure.

When claimed correctly, this new loading adds an extra 40% of the LARC item fee to your rebate.

What It Means for General Practice

If you bulk bill the entire service — including the consult — you can now claim:

Procedure

MBS Items

Combined Bulk-Billed Benefit

Mirena Insertion

23 (for CST or other discussion) + 35503 + 35501

23 in MM1 + incentive: $69.60 35503 85% fee: $183.60 35501 40%: $73.44 =$326.64

Implanon Insertion

23 (for other discussion points) + 14206 + 35501

23 in MM1 + incentive: $69.60 14206 85% fee: $85.35 35501 40%: $34.14 =$189.09

Implanon Exchange (Remove + Insert)

14206 + 35501 + 30062 + 35501

14206 85% fee: $85.35 35501 40%: $34.14 30062 85% fee: $89.40 35501 40%: $35.76 = $244.65

Why It Matters

Until now, many practices have chosen to privately bill LARC procedures due to low rebates — e.g., a Mirena insertion might have been billed at around $290 privately. With the new structure, the bulk-billed total rebate now exceeds $370, closing the gap and creating a strong incentive to offer these services at no out-of-pocket cost to patients.

This shift supports:

  • Improved patient access to contraception

  • Simplified billing for practices

  • Reduced financial barriers for women (winning!)

Practical Tips for Billing

  • Use your clinical software to link 35501 automatically for LARC services

  • Review recall and reminder systems to promote timely Implanon exchanges and IUD renewals
